Is it a bus shelter, or a white elephant?

I had the experience of being in a queue for a bus last Friday on quite a snowy day underfoot. On getting to the Market Place in Selkirk I wondered why the people in the bus queue were all leaning on the Pant Well and on the outside of the bus shelter.
However, it didn’t take me long to find out. The seats inside were soaking wet and the draught coming in was horrendous.

The panes of glass have about 2in gaps top and bottom and the rain was blowing in through the gaps – therefore it was better to be outside than in.

Now I ask you, who on earth would design a shelter like this?

I think the community councillors who chose this particular design should go and sit in it themselves for at least 15 minutes on a rainy day and see how they like it. I reckon this is another of their white elephants. To be seen but not used.
